It's not unprecedented for a successful rock musician to write comedy. Dave Cummings (formerly of Del Amitri) writes for Harry Enfield and Fast Show. And Charlie Higson, of course (not that the Higsons were exactly household names, I grant you).
But it could be Andy Partridge. Hmmm...will watch the repeat on Wednesday night.
