On one of the Brass Eye's there's a credit "... and Will Self as Little Kenneth". Any ideas?

Self was on the rise then as a media whore so maybe he was just picked as a deserving target of ridicule. Which he was.

Maybe the Jeremy Bamber thing is an obscure reference to the details of the murder case that Bamber was put away for (and is still claiming his innocence over).

[Bamber was convicted for shooting his entire family at their country house, back in 1983]

And one of the first things on the first episode of Brass Eye is some cloaked drug dealer offering Morris smack and Morris replies "No thanks, I don't use.. a horse."

Possibly, though ambiguously as wasn't that the episode featuring Partridge at the Races? I thought they might be giving credit to Self for penning such gems as Massive Bereavement and Zeineb Badawi's Forty Hotels...
