The version used in 1991 dates back to the Breakfast Time relaunch in 1986.
To summarise:
1983-86: Original BT theme
1986-1997: Second theme with an extended version for special occasions. Rearranged in 1993 top bring it into line with other BBC News themes.
1997-2000: Damp squib theme
2000 - : Generic chirping version launched yesterday.

Yes. It should -- nay, must -- be reinstated this minute, lest the country's moral fabric fray into oblivion with the lack of a decent theme tune.
