Who was that fat Batman in the TV Offal clip?

Well, who was it? Judging by Victor Lewis-Smith's "It's amazing what some people will do to get on television" type-comment, this podgy fool dressed as Batman might actually be someone well known. Is it?
At first I thought it was Lewis-Smith himself in an early TV appearance, but it doesn't look much like him. I also toyed with the idea that it could be a youthful Christopher Morris, before he learned subtlety. But I doubt it.
Any ideas as to who it could be, if it is anyone famous?

I thought it was him - it's from some local programme on Tyne Tees from about '82 or '83. Professor Laurie Taylor is on the show as well - Lewis Smith sends acknowledgements to him at the beginning of Inside The Magic Rectangle. And could that be Gillian Reynolds (now esteemed radio critic) presenting the show - I think it could be...

Yes indeed, and if you go to C4's site, you can vote for it as part of their worst TV moments poll. I want "Heidi" to win, though...
