Apparently it'll never be released because one of the actors thinks he's a bit shit in it and is blocking the release (it was going to be on the DVD).

Absolutely they can. They're all employed on freelance contracts, and usage of the material beyond the specific contractual obligations for that programme has to be cleared by them.
That's why The Professionals was off our screens for so long - Martin Shaw felt that the money being offered for repeat rights wasn't high enough, so he exercised *his* right to refuse clearance for his performance to be shown, and of course that meant that the whole series couldn't be shown.
