The best live comics I have seen are (in particular order):
Johny Vegas (at the Edinburgh Festival, 97, 98 + 99)
Phil Kaye (Edinburgh festival, 96, 97)
Sir Bernard Chumley (Meccano club, London, 95)
Harry Hill (London Palladium, 98)

For me it has to be Eddie Izzard, but with Rob Newman and Stewart Lee following closely into the top 3. But I haven't seen many stand-ups, to be honest.

Patrick Kielty. But he has gone off the boil a bit recently.

As for his TV shows, that one he did last summer was good, and they're doing another series this summer.

Has to be Bill Hicks. (I know I've banged on about him elsewhere but then that's how good he was.)

When his blood is up, Mark Thomas is a storming comic too. (Used to do suspiciously similar material to Hicks, too, now I think of it...)
